Mr. Michael Fischetti presented “The Current Contracting Environment, Professionalism, and NCMA’s Role” at the May monthly luncheon. Mr. Fischetti’s presentation was very informative as he shared how important the contracting profession is and how NCMA is helping our professionals gain recognition by certifying the contracting role as a true profession.

Speaker: Dr. Jay Billings, CPCM, Fellow
Subject: Something Old, Something New, Something Borrowed, Something Blue
jay-billingsDr. Billings has over 40 years experience in management. In his current role he has assisted over fifteen firms become and maintain ISO 9001 certifications. He has developed approved purchasing systems for over three large firms and two small businesses. He has extensive successful experience in roles ranging from Deputy Project Manager for the PERSHING II Project Office, to senior procurement analyst and Deputy PARC for a US Army Major Subordinate Command. He has served as chief of a Should Cost Analysis Team, a member of many Source Selection Advisory Councils and Evaluation Boards. He has extensive experience as a teacher both in classroom situations as well as developing instructional materials for others. Clients have ranged from the U S Army Corps of Engineers, Department of Energy, NASA, large and small businesses and not-for profits. While at the Defense Systems Management College he was ranked in the top level of faculty. He has qualified for the Project Management Professional (from PMI), Certified Professional Contract Management (from NCMA) and ISO 9000 (from RAB) certifications.Dr. Billings participates actively in professional and civic organizations. Dr Billings is President of the Greater Huntsville Rotary Club for 2011-2012. . He is Secretary of the Womens Business Center of North Alabama. He is on the Board of Advisors for Drake State Technical College and Women’s Business Center of North Alabama. In 1998 Dr. Billings was the co-chair for the NCMA World Congress ’98. A three-day educational meeting of the association, there were over, 1,500 paid attendees, 200 educational speakers, 84 exhibitors, six very senior speakers, and two major social activities. He is Past Chair of the North Alabama BBB. He is the past chairman of the board of directors for the Valley Water Authority, a not-for -profit, organization that provides water service to over 800 subscribers. He is past President of the Preston Island Property Owner’s Association.
